Caregiver Application


Currently there are two streams of Home Child Care Provider Pilot and Home Support Worker Pilot.

These are 5-year pilot programs which will allow qualified caregivers and their family
members by providing a pathway to becoming permanent residents. 

Currently, caregivers who have work experience as a Home Child Care Provider, NOC
4411 (44100 after November 16, 2022) or Home Support Worker, NOC 4412 (44101
after November 16, 2022) can apply for a permanent residence if they have a job offer
in Canada as a caregiver or have work experience in Canada as a caregiver. 

Through these pilots, the approved applicant gets an open occupation-restricted work
permit which does not need a Labor Market Impact Assessment (LMIA). 

Application process for PR under these pilot programs varies depending on the situation of the applicant and the number of years of qualifying work experience they possess.

If the applicant does not haved Canadian caregiver experience (but have foreign work
experience as a caregiver) should follow following process to be able to come to
Canada, work and apply for permanent residency;

  • apply to one of the two caregiver pilot programs i.e. Home Child Care Provider
    Pilot or the Home Support Worker Pilot based on qualification and experience.
    Both applications for work permit and permanent residence can be submitted
    together.
  • applicants get an occupation-restricted work permit but can work for any
    employer
  • gather at least 24 months of experience working as a home childcare provider or
    a home support worker and submit the proof of experience to IRCC and wait for
    the PR decision. 

Family members of a caregiver pilot programs can accompany them to Canada and
work or study after obtaining appropriate permits.

Currently IRCC is still accepting applications for home support worker pilot. Application
for home child care provider pilot is currently closed but will open on January 01, 2023. 

Eligibility criteria for caregiver pilot programs;

  • applicant must have a genuine and valid offer of employment from a Canadian
    employer outside of province of Quebec who is not an embassy, high
    commission or consulate
  • are capable of doing job in accordance with the requirements listed for NOC 4411 and NOC 4412.
  • meet the language level of at least CLB level 5 or NLCL level 5 for all language skills i.e. reading, writing, speaking and listening.
  • have completed post-secondary education credential of at least 1 year in Canada or abroad that is of Canadian equivalency of required credential.
  • are not in admissible to Canada
  • should not reside in the province of Quebec as a permanent resident
